Decapitated Japan
Some twenty years ago Americans may have thought that it is the bureaucrats who obstruct reforms in Japan. But when the bureaucrats got discreditted and when politicians came to fore, have things changed? After Koizumi's populist impulses little has changed. So, maybe it is Japan's society itself(at least part of it) which is against reforms. One after another authority has been discreditted, and now there is no one left to govern the country and no one for foreign leaders to talk to. Japan is still strong, but it is decapitated.
